What is this skill used for and how do I improve it?

It is improved by using and making enchantments on items. I think I have also answered the first of your questions.

Can I improve my Enchant skill by myself or is it required that I go to an enchanter to do it?

You can improve it by using enchanted items (very slowly), or by making your own enchanted items, or, finally, by paying for enchanting lessons.

When you say that I can create my own enchanted items you mean that I go to an enchanter, right?

Timrek,

All of this is in the manual. It's just one page long. Consider reading it.

You can take your item, along with a charged soul gem (don't ask about these--it's in the manual), to an enchanter and pay for the enchantment. Or you can attempt the enchantment yourself. The higher your enchantment skill, the better your chances of success.
