Enchanted Arrows and the NPC alarms system.
   

If I enchant an arrow to cause paralysis and shoot it at someone, will the alarm go off and will all the other NPC's in the area know what I did(the NPC warning alarm)?

To make it more clear on what I am asking:

Someone said that if you are in a house and you are seen stealing by someone from thehouse, then everyone in the entire house knows you stole something and the gards are called. I what to know if this happens when you kill someone in a populated area. And if so, can I enchant an arrow so the NPC is unable to tell other NPC in the area.

The AI isn't that sophisticated. It doesn't matter how you attack someone: if you're seen (or another NPC is nearby like in the same house) you'll get reported, paralyzing spell or no. The guards aren't called unless they're nearby, but a bounty will be put on your head even if you win.
