Marthandus - go there and either fight your way to the roof or use a potion/scroll/spell of rising force to get on the roof.

Now go to the dome on the roof - there is a door take it in. The room should be small round thing and at the back are two chests. In one of them is the Sword - msrp 15000 -

Its gets something like 4-32 damage, Its a good starter weapon
