Where can I found someone who can make me an armor from glass or ebony in morrowind (no expansions)?

I'm pretty sure that there's no such thing as making armour from some raw materials - at least, without mods. I know that the only way I came across such items (glass/ebony) was by relieving their previous owners of the item itself, not the raw materials.

I'm pretty sure that you could give some guy lots of raw ebony and he'll make you piece of ebony armor that you want, but I can't remember where and in which expansion.

The armorer you are referring to is in the Tribunal expansion.

After arriving in Mournhold, head over to the Craftsmen's Hall in Godsreach. I forget what his name is, but he's hanging out on the ground floor as soon as you enter.
