where do i find the leader of the thieves guild?

ive heard that she can train lock picking and since for some reason Thorben wont teach me because im not 'trustworthy', i need to find her!! please help me if you can would be appreciated.

she is in the city sewers

he will teach you lockpicking if you pay the debt of the woman( i forgot her name) she is in thorbens house
