For one, the environment in Gothic can't be physically changed. Now, if the developers had thought you might be able to go into the mine, they might have made it so that the entrance to the mine linked to a different area (one where most of the inhabitants are dead) in Chapter 4. But they thought that nobody would be able to get in because the gate is closed, so that's why they didn't change anything inside the Old Mine.
