I don't remember any empty houses in Balmora. There's a good chance you killed the owner of a house back in Seyda Neen, which allows you to take over that house. If you can get away with killing a resident of Balmora, you can claim their house for your own.

The easiest way is to grab a plugin. There's about a thousand "empty house" plugins out there.

At beginning of game I used the Hallua (sp) house of the lady that got murdered. I took all her stuff and sold it as well. I have not finished game yet, but it worked at first.

Balmora? There are many houses to be had in Balmora, depending on which guild(s) you join. Several cleaning jobs might gain you housing, for example, and later on a friend will leave and ask you to take care of his house (this isn't guild-related).

Or use the house of the killed hlaalu(I think) noble. That's related to a quest where you must find the killer
