The game doesn't need one. The cheats can let you do whatever you want pretty much.

There's a character editor in Kotor Tool. I don't know exactly what you're trying to do, but I have used it to change many of the in-game NPCs to my liking. You can change their abilities, weapons, skills, etc.

Quite a useful tool too, if I may say so, but I'm unable to download the latest version from the site. Is there a reason for this, and/or an expected time when the download will be working again? I'm currently using v1.0.1530, and have made a number of tweaks, but I'm interested in trying to add a few creatures to existing areas.
Also, is there a dedicated Kotor modding site/forum anywhere?
