I'm not sure if I know either, but I did find an area last night by accident. Haven't had a chance to check it out but maye this is it. If you go down to the sandy beach where the fire lizards and shipwrecks are and follow the coast to the right you come upon an old battered dock leading into a cave. I just got the entrance when I had to quit but will check it out tonight. By the way I didn't take the route I spoke of I actually fell from the cliifs above while screwing around.  So if you can't get there from the beach go ahead and take a careful leap of faith from the cliffs.

That's the fog tower your refering to oldtimer.
Look here for the location of the sunken tower. It is at H. Remember, you need the key from Xardas to unlock the chest.

Oldtimer, that's not it. That's where you'll find a lot of skellies and a mage that has a book you perhaps want. Eventually, you'll come out at the top of the cliff overlooking the sandy beach that has a lighthouse on top.
The sunken tower is in the lake.
And no, I'm not being facetious. On your way from Old Camp to Sect Camp, you will cross a brook first. This brook drains a body of water almost resembling a lake. This body of water is under a cliff and is being filled by a large waterfall coming from the top of the cliff. That waterfall is draining the lake you want to find. More specifically, the lake is on the other side of the old ruined citadel where you help the Orc Shaman. If you look from the citadel towards Xardas' new tower, the lake is in front of you to the left. It is filled by 2 or 3 huge waterfalls in the distance (south edge of the world).

Xardas will give it to you and a quest to go get the armor in Chapter 5.
