I am sure some else has a better answer, but I found a lot of them in the North East of the island, just wandering around.
Also, ruins are good spot to occasionally get one.

Get your level up above 11 and you will start seeing them everywhere. The higher your level the more of all of the Daedra you will see. |

I've had the most luck along side the road from Vos south to the Zainab camp area. As someone mentioned, you have to be high enough in level to trigger golden saints to appear. Assuming what you want is to trap a GS soul, there are "Summon Golden Saint" scrolls available for sale for a list price of 500 gp or so. Just summon the GS and then zap her
