Need help with Bloodmoon

I have finished the main quest but I have run in to a wall with my East Empire Company quests. Falco has instructed me to speak with Graring (outcast Skaal ) but he refuses to speak with me. What should I do?

If you are referring to the mad guy who is blocking the mine entrance you can just attack him with your fists to get a responce. Any other skaal might not want to speak to you because your appearance (reputation charisme whatever) is not high enough. In that case the Telvanni bug musk might help
