Problems with Breath of Death Spell

When I use the breath of death spell, I have to be standing within melee range for it to work. I can use it from a distance and i see the spell travel, then connect, but it does nothing. Then I get up close and use it and it works like it should. Am I the only one with this problem? I was lookin forward to thoroughly owning with this spell, which it does in either case, but mages arent made to be up close combatents. Can I fix this?
