I've rebooted, done a clean install and all, but it seems I'm straight up missing this file on my disk.
If anyone knows a trick for fixing this or can send me their speech.VDF file in the Data folder that'd be sweet.

A 600MB file is missing? Sounds like a defective CD to me.

Did you buy the game or is this a pirated version? If pirated, go back to the person you got it from. If purchased, take the disk back and ask for another to see if this solves the problem.
