You need to kill the Black Magician. Take everything he had with him. Go to the room on the right, open the chest and take the Eye of Power from it (not the Eye of Innos). Return to the main room, walk up to the door, read the letter the Black Magician had on him, then use the Eye of power on the door like you use other items (i.e., access your inventory, find the Eye, use it).

You don't even have to access it. Just read the letter and then open the door.
