Are there any creatures in the river goes through Balmora, i think it's name is Odai, another thing, there is a mission about some cube near some runes, do you know where to find that rune????

Not at low levels, but later on maybe.

Well, the cube is the Dwemer Puzzle Box, and it's inside the ruins. But anyway.
The directions given to you for that mission are really very good, actually. But in case you need more help, find Fort Moonmoth a little ways south-east of Balmora, then locate the bridge just north-east of it. The ruins you're after are just over that bridge, and up the hill on the right.
