I've been looken all over the place and just cant find it! I have found lots of other towers but there is nothing in them.

Follow the path out of the south entrance of the old camp and it turns off to the right. Follow that past pacho and down to where the orc dogs are and follow the path up to the left and then keep going that way past the orcs and the path will go up and just over a ridge to your left is a lake with partially sunken tower in it.
