Comment on the first story: Why would they fire the policemen. IMO, they were just doing their job. It might be strange to make a contest about how many tickets do you write, but I don't see anything evil about it.
Comment on the second: Now that's funny!

Quotas for ticketing or arrests in the U.S. are a major legal no-no. The courts have ruled against it repeated on the grounds that the only reason to write a ticket or make an arrest are legal reasons, and anything that even remotely looks like a quota or contest can have every ticket by an department or case against a criminal through out, even if it was by those not known to be taking part in the contest or quota. It also brings a new bases for appeals for those aready convicted of crime by the police departement. You also cant give rewards for writing tickets or a bonus.

Its not a joke, but have a good laugh anyway I went to plenty of civilian and military law enforcement classes while an army M. P. I can tell you this is a very explored issue legaly. Although, I am not a lawer, maybe one could explain it better, or maybe correct me if I have been misseducated. I have read some of the court rulings and many police department policies regarding this issue. It is hard for me to believe that the officers didn't know it was wrong, its was the first thing we went over in Traffic Radar/Ladar class.
