WERE DO I FIND IT????i need one for in Gnisis (i need to free a taxcollector there), does anyone know how???or is there a key there?

I imagine this is random but I have found a couple of these scrolls in the caverns (thieves' hideouts) in the Grazelands and the mage guild in Wolverine Hall.
