There will be no Morrowind 4 anytime soon since there was only one Morrowind so far (the add-ons are just... add-ons after all). In case you mean Oblivion, the fourth Elder Scrolls RPG*, there's no release date as of yet.
But if you're interested in Oblivion - it also has a forum of its own here.
