Okay, I am sure that both these have been asked and answered, but I haven't the time for a search. For vanilla G2 (no NotR):

1. what is the limit to the number of times you can pray and get a stat bonus? I ran out pretty early as my mage ... and I was banking on those boosts!

2. How many blank runes are there?

IIRC, in vanilla G2 you could only get 10 boosts by praying -- and what boosts you receive depend on what guild you are when praying. Be sure to max out your blessings with Daron (Mage in market area of Harbor City). Donate in 50 gold increments to get the maximum benefit (up to 1000 gold).

There are at least 9 blank runes, but may be as many as 12. Unfortunately, one has to be made into a Firearrow (to satisfy Test of Fire).

Someone would need to look these up in a comprehensive walkthrough to be exact, though.
