Where is the Watermage?

If i heard right, the leader at the Monestary told me to find a Watermage in town? Where the heck is he?

Where you first go into the city, head to the building in front of you, go right, follow the wall, you will see a monument type thing against the wall, he will be preaching during day and sitting at night.
