I can't quite remember exactly but there are at least 18.
If you go into the forest to the right of the south gate where the troll scout was for Harad's quest, continue on to the end of this area and there will be a cave.
You can see the paladin's ship from the cave entrance. There is a orc officer there that has a war map showing all of the locations where the warlords are at.

I can't remember exactly how many rings there are but there are more than 11. The way I knew where each of them were was to go find the Orc Colonel. He has a map of where they all are.

The Orc Colonel is in a cave right next to the South West of the City. If you are facing the South Gate of Korhinis, head to the left, follow the wall of the city around an outcrop of rock. If you look at the map, it would be on the other side of a wall from the Paladin Ship. Close to the beggining of the game there were some loafers and bandits in it.

Hope this helps.

You get this quest in chapter 3 or chapter 4. (perhaps you must be a militia or paladin to getthis quest). If strangely orcs appear in everywhere, kill one them , take its ring and go to Lord Hagen.
