Where the heck is the tax collector in first town
   

i have been trying to find him around, any hints or tips? ty

You can only find his body. It is around the rocks with mudcrabs nearby.

explore the coast heading north from Seyda Neen. His body is one of the little islets

The best way to find him is when you head out of the town on the road hang a left head for a ways always off the road to the left. You will see his body lying there. As well both the tombs are near his body as well. This is where you find mentor's ring
