We're talking NOTR here.

I tested Sagitta and had to buy two mana receipes to get the Spirit receipe. I didn't know that Spirit was the perm mana potion. Curious, but for some reason I remember someone selling that skill directly.

In NotR, IIRC, a couple of alchemists will teach you perm Health or Mana potions (after you learn the lesser potions first). But only Sagitta will teach perm Dex potion, only Constantino will teach perm Strength potion and only Ignaz will teach the Speed potion. Both Constantino and Sagitta will sell you the (expensive) formulae for the Full Health and Full Mana potions, but these are only usable after you learn the Health elixir and Mana elixir, respectully.

I go with the idea above and decide which perm potions (Dex, Strength, or Mana) that my Hero will need for a given play of the game and then learn/make those potions and just eat the herbs for the others.

One of the water mages, Rhiordian can also teach various potions such as the permanent dexterity potion.
