Starter town quests
   

Ok, 1st off there are many paths that lead to the same end but here goes:
The Smuggler's Cave:
Kill the first smuggler, take his key, free the slaves.
After leaving the slave room, there is a hollow drop in the cave that leads to some water. Jump down into the water, swim under the cave floor into the 2nd half of the cave where the thrown-weapons chick is. Thanks to the realism in Morrowind, she will eventually run out of shurikens and come at you melee-style, then she is short work. After those two are dead, you still have the mage to tend with, he is kind of easy with a bow. If you successfully land an arrow while he is casting, he is forced to restart. After the mage is dead, the place is yours. You can go back to the high elf for some kind of reward.

Then there is the tree trunk quest. It will only activate once you are at the top of the lighthouse @ night. You'll actually see him enter the pond where there is a tree stump in the middle of the pond. Once you see his torch go out, the goods are in the stump (300gp, Ring, LOCKPICK!!!! very important item). Once you loot the stump, you go see the guy at the top of the stairs in the trade-store, he'll let you keep 100gp and the rest of the items)

Why should I give the 200 gold back ... Why not just keep it and buy stuff?
I know it's crumby thing to do... might hurt image, but at this point that 200 gp is also important...

How to I get any quests?
   

I have tried talking to everyone that I can find in the first village. I got the one to find the guys ring, no problem, but no one else gives me any.

listen to the rumors. This is not a quest that is given (tax collector).
The tree stump thingie is a quest you get on the first floor in the trade house.

In regards to the smugglers cave, I have cleared the cave but is there someone I need to speak to for a reward? You mentioned go back to see some high elf, where is he/she? Thanks!

Ok, for the tree stump quest:
If you give back the whole 300, you earn a LOT of trust with the guy (+40)
or you can keep the whole 300, which in fact is probably smarter since its only a starter quest, now that I think of it.

Im pretty sure its the High Elf (golden skinned) woman who walks around the entrance to the trader's shop (forget her name). You'll have to pick her conversation apart or ask her about rumors/secrets to 'unlock' it.

Another mini quest (well sort off) is with the guy that tells u to go to the silt rider and tell her that he sent u ( i forget the guys name). If u got to the silt rider and tell her that he sent ya, then she tells u that he is really unhappy and then u can go back to the guy and talk and get a chance to buy a magic ring that gives u speed at cost of HP for hundred gold.
