Hi there.
You simply post your suggestion for the group here and then you see the reaction of the people. If its good then you must have had a good idea. So you probably ask those people who liked your idea if they want to join. Usually by posting in the same topic or by PM-ing them. When you have 4 members you can PM one of the admins and ask them to make your group. Then your group will be made and you will be the group moderator. Then you are able to add your members too your group and once you have 10 members you are entitled to have a forum here. So that's the process. (You must then ask for forum and when its made you can start forming the group.)
Of course you can recruit members for other places as well but the success rate of recruiting is much smaller because not many members are interested in going to another board when they can get simmilar thing here on RPGDot. I am telling you this from my personal experience. Activity is really the hardest part of role-playing games on forums.
(Oh and by the way your signature picture is oversized. The maximum number allowed in pixels is 3600 while your goes over 8000 ... just as information.)
