| Help with Mage quest for Ranis |

Hi:
I am a BattleMage level 5, now a Conjurer in the Mages Guild. I have done Ajira's quests, and also Ranis' 'Dues' and 'Join Us' quests.
Now he gives me a quest to stop unsanctioned training. Fine. I go to the South Wall and find Only-He-Stands-There. I talk to him - my Speechcraft is 6 and my disposition with him is ~40/100. So I get to bribe him right up to 100, and still he says that 'The people can't afford the Mage services ... maybe I can convince him'. If I continue bribing (I was doing increments of 100) I start to alterate succeed and fail, and get nowhere. If I do 1000, I succeed but get nowhere ...
Any help for me? I am trying to play a 'lawful good' mage, so I don't want to kill him ...

I tried that yesterday ... bribe 100, get improved disposition (and a good comment) and try everything on the list (including things about the Guilds and towns and rumors, etc). I even get in 'my trade' that he would be willing to teach me for a price. But when I choose barter/spells/training, I get refusal (even at 100/100) and he says the exact same thing under 'unsanctioned training'.
Why won't he even offer me training?

OK, so I got it to work, but it is still strange.
I went back to Ranis, and talked to him again - and he gave me the same duty. I can only assume that I got the duty partially before, but didn't listen to the 'unsanctioned training' part when I reloaded a quicksave from just before then.
