My current character started fighting them at level 1, and didn't clear things up until level 4-5 or so. While they are very nasty at high levels, they are scaled against the player's level, and at low levels are utterly ineffectual. Just a good way of making money!

Surviving probably also depends on the type of character. My character is an Orc Knight who is pretty good with an axe and shield and sleeps with his armor on. So even at lvl 1, he could withstand a couple blows (even if he went to sleep to restore health) and fairly quickly dish out the melee damage to kill the attacker.

OTOH, if you were a pure magic user who went to sleep because you were out of magicka, you're probably toast. You've no melee defense, low hit points, no melee attack ability, and no spell points for attack/defense either.

Well, it really probably depends on character. I choosed wood-elf pure warrior type - little bit unussual. So I had big problems in begining.
