Find the Dead body I beleive it is just North? of where shacks are(Some Mud Craps around).
Then Speak with The guy who asked the questions to build up your character(ie Birthsighn, Profession).
Talk to several Towns people......go from there.

After I found the body of the tax collector (which I looted), I talked with some folks in town about it. They will give you clues on who you need to see about continuing the quest. If you looted the corpse (which I recommend), you will have an opportunity to do the right thing and return the money (for a rather nice reward if you solve the murder). Basically, once you get this far, just ask some townpeople about the murder and they will then give you clues about where to go next, etc.

I killed him with Frost bite. The first time he killed me. The second time I easily killed him. Not sure why it was so easy the second time

Murderer
   

Before you get this quest you need to find the body. Once anyone finds a body they usually inform the "police" in the area. Anyone can take it from there.

As far as killing the guy goes unless you tell him you will not "rat him out" he attacks you so you must kill him to defend yourself.

I also have a stealth custom character and had no trouble meleeing him down. If you're having trouble with him I'd suggest you spend a little more time killing the mudcrabs to get your weapon skill up.

I'm a Dark Elf Agent and had no trouble killing him with the knife I picked up from the customs house. Guess he's only difficult for weaponless melee.

Followed this quest from start to end and talked to all the players.

A) Found the body and took Tax Records
B) Took the info to someone in the one Inn in Seyda Neen (can't remember name)
C) This led to talking to the same guy from when you create your character
D) This led to talking to folks to find the murderer
E) Which led to talking to the chick in the lighthouse
F) Which led to talking to the Murderer.

Murderer led to two options (after he admitted to being a murderer because the tax man was supposedly making folks pay higher taxes and skimming off the top)
a) forget about it
b) face justice.

Face justice and it's a straight up fight, not murdering the murderous bastard.

He wasn't that difficult - I had Steel Cuirass, Steel Shield, Steel Pauldrons, Steel Boots, and a Silver Longsword. He kept trying to hit me with his fists, but it wasn't even doing anything. Hit him a few times with the Longsword and he dropped.

This is with my character at Level 1 - 40 HP, Armor skill in the mid 40s, Longsword skill in the mid 40s, and block in the 30s.

No cheating involved.

Yup, no problem killing this guy at all...he was using fists, and I don't think he even hit me once...I've had mroe trouble wiht some of the mudcrabs...
