Well normally someone takes charge and PMs me saying that usergroup 'xyz' has at least 4 members now and that he/she would like to see the group up and running. I create the group after that and things go their way.
As there has been some time between things, I would suggest that whoever is going to lead this gets his four members to say they still want to join and then send me a PM.
