Can you improve attributes like strength or intelligence?

I don't want to be stuck with a 30 intelligence forever. I'm still early in the game, but I don't want to start over.

Yes, every time you level up you have three spots. You put them to each attribute and then you have gotten more strength.

How many points is a "spot" worth?

1, but in some attributes it can be 2/3/4 (maybe more) times as much (I think.)

it's handled like this: you have to raise 10 major and minor skills to level. You get three points to distribute on your attributes. If you use skills from one attribute mor than others, multiplyers will be added. So if you have an endurance of 40, and most of the skills you used are based on endurance, a point spent on endurance could be worth up to 5 points (normally, it would be 2 or three).

None of my major or minor skills are governed by strength. However I noticed that if I train blunt weapons or armorer several times, it allows me to raise my strength by 2 or more when I level.
