Well, I got a reply from the QA lead at Pirhana Bytes today. I wrote a letter (based on this thread) a little while ago, but I can't really decide if the answer is a definite yes, or a maybe. hehe. I'll post my e-mail, and then the reply:

Betreff: English version of Gothic MOD kit

To Piranha-Bytes,
I am sure that by now, you have been getting quite a few e-mails regarding the want for an English version of the Gothic MOD kit. I would just like to add my number among those ranks. Gothic is by far, the best PC game (including all categories) I have played in a *long* time. Since Ultima 7, actually. The ability to personally create some things in this game would be fantastic, and it would certainly elongate the life of this game for quite some time!
Anyhow, I just wanted to send my opinion along. That way, even if an English version is never released, I can at least say I tried Take care, and thank you for your time!
Sincerely,
-Brendan Setaro

Well Bjorn was the one that told me that they would not be releasing an English ver. of the Mod kits. Looks like they changed their minds.
