Scrying Stones question

In the guide it mentions "using" the scrying stones to find out who each council members are. How do I "use" them? It mentions that I may need to "scry" multiple times? I tried just placing the stone on the statue in front of it, but it just lands back on the ground. I'm sure this is something simple that I'm just not getting. I obviously can just get the names from the guide, but I fugure I have to trigger something in the game to continue. Any help would be great.

You have to put the appropriate stone on the correct statue, if I remember correctly. On some of them, they won't tell you exactly where to look and it is recommended that you scry again after finding other council members.

I take it that means the stone in front of a statue, doesn't mean that stone goes with that statue? It can go on anyone of the 7 statues?

I believe you have to match the colors. Place the appropriate orb into the opening and then you will see visions. You can't proceed with the quests if you have not seen the appropriate visions. Every process is triggered by them. Ask Zandalor for their meaning and don't worry about the Dwarven statue. The Dwarven member quest is the 6th, so the vision will not change before you have gathered at least 5 members. For some quests you have to look at the statue several times to see a change - example is the Lizard quest. Just remember to ask Zandalor every time you have new informations, the dialogue options might change.
