EB's Helm from their PLUG-IN: Anyone find it?

I'm currently in the northern-most town, with my EB plugin enabled, looking for someone to talk to about the 'most recent rumors'. I cannot find one NPC that has this as an option. I think I may have talked to everyone in this po-dunk town, with no sigh of the famous Adamantite Helm. Anyone find this one? Who do I need to talk to to get the quest?
Already killed the Necromancer in the tower behind the town, thinking maybe folks would like be better and then give me the quest. They *do* like me better, but still no option for helm quest.

Anyone?
