Can't find the fish with the thieves-guild info

I am pretty sure I found the right cave. It is just below the lighthouse. I enter there and fight the two bandits. Behing them there is an unlocked chest. I open it and in there I found among other things a few fishes and a herring.

None of them is a "strange fish" or anything like that. When I do action on the herring, he just eats it.

Is there another chest there I miss?? Or maybe because I already joined another guild I can't find it?

The road to the cave: you exit the east gates then go forward untill you will see stairs on the left. Climb the stairs and turn left. Go forward. Very soon you will find a cave on your left with 2 common bandits and one is a kinda their leader. Fish will be on his body or in the chest, I don't remember.
