So that is in-game screenshot using special console command to make the characters dancing?

The developer should makes a visualizer for Winamp plug-in (also good promotional tool), showing certain character dances to the music. Black & White couple years ago had visualizer that showing big dancing bear...

No, it's just one of the game modelers having fun.
