The new edtion of AD&D.
   

Is this new? Or did they only add it to PC games? In some of the AD&D games they let you allocate points however you wanted. Now trying to raise stats higher than 14 costs more points initially. I figured...let them raise and lower their stats to the beginning racial max or min as well as give them not so many stat points.

It's 3.0 (now 3.5) standard rules.

It's not as bad as it seems. A 14 in 3rd edition is as strong as a 17 was in previous editions. An 18 is as good as a 22 AD&D in most cases (except strength, where they lowered bonus damage in exchange for increasing the effect on attack, which is better/stronger anyways).
