can i still become a mage after i become a guard? where do i get training to use the the difernt runes? when i try to epuip one it says that i'm 1 level short

You will be able to become a magician after you've finished your observation of the sect camp (but probably not in the way you expect). After that you can learn six circles of magic. I guess you will find out who can teach you pretty soon after you have come to this point of the story.
