i have some questions about vivec.
can you fight in the arena?
i vant to join the assasination guild, were is it, i cant find it?

There are a couple guild quests that will involve fights in the arena, but you cannot start your own fights.

Ask about the Morag Tong around the arena, and you should get some clues where to find them.

To get to Morag Tong, go to arena canalworks--> arena underworks (maybe not) --> Arena Store(Area)

in one of the rooms you'll see a trap door. get there , & if you want to join , speak to Eno Hlaalo.
