You need webspace so you can store your picture somewhere, then you must link to yor picture from there with the help of bbcode. Read all about bbcode here.

Others have tried such a thread before and it never really worked out well.

I took several pictures of the avatar guy in my bedroom, and I tell you... there's no resemblance between the him and Bruce Willis.
Not that Willis had ever been in my bedroom .
