Your dowload and upload seems decent enough, maybe you should try a to find server which is geographical closer to you, because your connection is more than enough to handle a FPS online.

What do you mean its 252 more than the servers ping? That doesnt make much sense.

If when you say "The Server" you mean "The Player hosting the game", then that is perfectly normal. There is no way you will ever get a ping like the person hosting the game, because they will always have a ping at or near zero.

The person hosting the game does not send their data over the internet/network because the server is running on the same machine as the client. Its a direct connection internaly within their machine, which means almost no trip time.

You on the other hand ARE sending your data over the internet/network, and a ping of 252 is not that bad. There is no way that your shot should take that long to register with a ping of 252. The lag should be barely noticeable, if at all.

This is one of the main reasons why a seperate machine with a dedicated server is a better proposition, that way no one player has an advantage because of Zero ping time.

P.S. Ping time has almost nothing to do with bandwidth. Its more dependent on the quality of the network and the geographical distance between you and the server.

Ehm... I guess all the servers i join are dedicated? Because i see a lot of people in the games i join with the ping of 60-200. While mine is at LEAST 500...
I live in Jordan, Middle-East, have that got anything to do with it??

That makes more sense. What you meant was that your ping was significantly higher than the other players, not the server.

500 is a rather high. I would say its definately caused by the geographical distance between you and the server. I used to get similar ping times when playing on US servers from the UK.

You need to find a server thats at least on your continent. Preferably in your country, and ideally in your city.

When you view the server list, UT should already sort the list by ping time, with the best choices closer to the top. If it doesnt, clicking the header of the ping column should toggle it between "Sort up" / "Sort down" via ping.

If you dont see any server listed with a low ping then:

1. There arent any servers near you
2. Your ISP's network is poor
2. The internet pathways around you are bad.

If its 1, your gonna have to get a friend to host in your area.
If its 2, you need to change ISP
If its 3, your screwed.

Generaly the people with 60 something pings are playing on a server in their home city.

You might want to check out UT2K4. There might not be any servers near you for 2K3 because everyone could have upgraded.

Maybe... The problem is that you rarely find people with better internet connection than Dial-Up...

Having such a high ping in an FPS isn't fun, often everything above 100 will seriously lower your chance to kill someone (this is from my experience with CS and CS: Source, maybe other games are more tolerant to high ping), since you then aim at the wrong place. But a 0,5 Mbit DSL connection should really be enough to get a pretty low ping, so my guess is the same as the others, you're playing on servers too far away geographically.
