It´s a bit hard for us to say whether or not you can make Greek subtitles, but the English subtitles project was a success.

I cant change the dialogues from the game g2?Or i cant download them form somewhere?Which is the file which have the dialogues inside?What program is the .vdf?How can i open it the ***.vdf file? And how to change the dialogues.

You should read the forum threads dealing with subtitles or ask the people who made the English subtitles.
And btw., it´s way too much work for one person.

Just use the forum search feature.
As an added bonus though, you do now have three languages to choose from when choosing what to translate NOTR from. Should be a lot easier to build a team without *needing* them to speak both Greek & German.
I cant remember the third language that the mod was translated to (Maybe Russian?), but there is obviously the German and the first mod (English).
Only problem with using something other than the original German as your source is your going to get a "Chinese Whispers" effect.

I want to start first with gothic 2.
I want to change or (to download from somewhere if exists) the english dialogues to Greek dialogues (subtitles from characters).How i will do that?

If you want to change the dialogues yourself, you will need to contact the authors of the English Translation mod (linked above) and ask them if they are willing to show you how to use their system.
