Cursor slowdown outside

When talking to people (especially outside) my cursor starts to really lag bad. It's not all that fast inside either, but it's much more playable than outside. Has anyone else experienced this problem, and if you have, did you find something that might alleviate this? The game runs fairly smooth at 1280 x 1024, with distance at full and most other sliders around half or all the way up. Most shading is on high except 'self'. Large textures. I have 2 gigs ram, P4 3.2G, and a '7800GS-OC'. Also, HDR is off (too shiny) and bloom is on. Grass shadows off. And I'm using the newest nvidia 'oblivion' drivers. Is there a way to get more out my memory? It's been a long time since I messed around with memory cache and I don't really remember anymore what to do. I would think with 2 gigs I could tweak something... To sum up, I'm happy with the overall performance, I just hate this 'lazy' cursor. Thanks.

It's hard to qualify the relative experience but I would say there is just a little mouse lag with my setup (P4 3Ghz, 2Gb, 6800gs) - turning off most of the shadows was the best thing I did.

Yes, shadows is the real problem. Though, it shouldn't be a real problem with your hardware. Strange is that people report quite different performance on same rigs. I wonder what is this behind that affects the performance so much.
