When can you start learning to pickpocket (what Chapter)

Hi I wonder if someone can help me, I'm on the quest to kill the 4 dragons and still cannot learn to pick pocket yet, will this come after I've killed the dragons or should it be available before. cheers

Well, since you're so far ahead in the game you should have been in the thieves' guild already.

Someone there would've taught you how to pickpocket.

Or if you have Night of the raven addon, you can learn the skill from the pirates too.
