Well actually.......there are some pretty nasty new opponents including a new variety of troll which I believe is one of the toughest oppponents in the game. It stuns on virtually every hit and at level 35 was probably the only monster than could best me 1 on 1(provided my weapon was out of charges and I used no potions). I'm in my 40's now and levels are starting to take a long time to get and my combat effectiveness is basically staying constant while I notice the enemies are starting to do more damage to me. A storm atronauch can actually get my blood down to around 60% if he is lucky so they seem to be getting through my magic resistance more often.

I try to buy the maximum training points per level if possible. Gets expensive though. My character is a melee type and I find the one strength related attribute I have a real burden to raise ( blade skill ). For this reason I tend to buy 5 points in either hand-to-hand or blunt skill ( both strength based ) to improve my strength modifier. If I don't do this then I find my combat efficiency lags behind that of the auto-scaling monsters. It's a strange system.

My major skills are blades, block, heavy armour, restoration, marksman, armourer and alchemy. All 3 endurance related skills are in my majors ( block, heavy armour and armourer ) ...whilst this means I tend to get a reasonable endurance modifier each lvl, trying to get the +5 modifier is nigh impossible. I'd have to NOT level in all the other skills.

To me , this system makes little gaming sense. It actually pays to have the skills you want use chosen as "minor" skills. That way you have much more control of what skill raises happen ..and when.

As I say, I'm not actually a powergamer, but the auto-scaling enforces you to keep a watchful eye on your lvl modifiers.
