To develop a game and make it shine IS a different bussiness than publishing it and be responsible for the accompanying distribution and logistics to get it to countries and shops. However does it have to be?
This way of thinking is classique and pre internet.
If i would be something like Piranha I would sell the rights to a small publisher in my country, but keep the rights for the rest of the world. I will hold a copy of the Gold cd send a number of copies to internet reviewers and then choose one or more websites like Amazon.com to replace the logistic and distribution role of the classique publisher.
I will have my contacts with one manyfacturer to print the cd's and to make the boxes and no paper documents but a pdf file on the cd. This way the game outside my little country, will not be sold in shops. In the future my game can be downloaded when the majority of my market will have broadband>5MBytes/s
