OK I give up - why can't I set my controls?

I've been playing for quite a while and keep trying to switch to the First person View. It's supposed to be the "F" key, and I have even gone into the controls and set the "F" key as the control for this, but it still doesn't work. In fact, I can't make several of the controls work as per the control settings.

I really would like to use the quick keys, but it seems that there is no actual way to do this. Can anyone help?

make sure it's the control on the key map, in my game which is set on alternate keys f works just fine .
#landlord: I used it sometimes to look beneath trees and such, cause you can't see a thing in 3rd mode, but it's pretty bad since every time you draw a weapon ready spell and such it will revert to 3rd and that can be a bit confusing.

I never had any problems with setting the controls. It works fine. Remember that the first-person view only works when you're walking around without anything holding.
When you draw your weapon or talk to somebody it will switch back to third-person view. So when you are holding your weapon or something else, you won't be able to go to first-person view.
