Good that it works.

OC enthusiast? Believe me, overclocking is much more fun if you have a decent PC. Now itīs a complete waste of effort.
256 MB RAM is completely unadequate. Your graphics card is also very slow. Invest 200 EUR into a mid range graphics card and 1 GB RAM and your PC will be 5 times as fast.

You should read a few tests about current graphics cards. The 9600XT is a low end gaming card nowadays. Of course itīs much faster than the card you have now, but itīs also clearly slower than a 9800 Pro or a GeForce 6600 GT.
The expensive RAM is wasted. Maybe it increased your effective gaming speed by 3-5% - investing the price difference to a gig of reliable standard RAM, no NoName RAM of course, into a better graphics card would still double your speed in higher resolutions.

a standard type of RAM here is Twinmos for example at 400 mhz the price diference between that and an OCZ at 400 mhz is about 10 euro

i think i'll consider buying a 9800pro but that would mean i'll have to wait more ah well i'l be better of in the end thnx for the advice

what about the softmods u know, form 9800SE->9800NP/PRO/XT

The soft mods are a good compromize _if_ you can be 100% sure that they work. The speed difference between a 9700 NP to a 9800 XT is only ~ 10%, except in extreme situations. Itīs all the same chip (and one minor refresh) clocked a bit higher. The softmod cards have slower RAM, but this is not that relevant.

256 bit memory connection is a must. Be careful, there are many 128 bit versions out there which are hard to recognize.

TwinMos is normal? Itīs a speciality here. Infineon, Hynix, Samsung and Apacer are normal.

How much does this stuff cost over there?

256 MB DDR Ram 400 Mhz Samsung,Hynix about 21 euro
and the same thing only OCZ is 30 euro (with copper heat spreader) or 25 without the heatspreader

i made some phone calls,i think im gonna buy a 9800Pro 128 mb for 140 euro
a 9600XT 128 mb is about 100 euro too bad it's 128 bit
a 9800pro has
GPU 380 MHz
Memory 340 MHz

and 9600XT has
GPU 500 MHz
Memory 340 MH

i mean 9600's GPU is a lot faster than 9800 how does that count?

Convert is to percent and itīs quite a lot more expensive than the standard RAM.
Believe me, you will need 1 GB RAM for games next year. 512 MB is tight even now. When you run out of RAM and windows has to swap to the hard drive your performance collapses.
Get 2*512 MB standard RAM. 512 MB modules should be slightly cheaper relative to 256 MB.

If you donīt have enough money now, get 1*512 MB and add an identical module later.
Itīs even worth a try to combine it with your 256 MB module. If they like each other you have 768 MB. Thatīs enough.

The prices you mention seem normal to me, if all taxes are already includes. Neither cheap nor expensive.

A good choice. The alternative is a nVidia 6600 GT for 10 EUR more. Itīs ~10% faster than a Radeon 9800 Pro. Matter of taste. I think I would choose the Radeon, though.

Be careful, there are also 128bit versions of the 9800 Pro, which are of course 50% slower! Make sure you get the correct card.

The chip is castrated. Basically the same as the 9800, but only 4 instead of 8 pipelines or so. It needs a higher clock to get at least some speed. This is like an Autobahn with 4 lines instead of 8. This is okay for normal travel but when the holidays come youīll end up in a traffic jam pretty soon.
The 9600XT is a decent card. You can play Far Cry and Half Life 2 at 800*600 or 1024*768 with lots of effects, so itīs clearly faster than your current card.

the 9800pro i'm buying is made by Connect3d and they don;t make 128 versions of it

oh and u might wanna have a look at this and tell me what u think
http://www.overclock.net/overclock.php?file=articles/softmod-ATI-radeon-9800.htm

turning a 9800Pro into 9800XT sounds good but is it worth it?and are there any risks?

Itīs not worth the effort for 3-5% more graphics performance.

If you donīt know the risks youīre not qualified to try it.
