Ice dragon - PLEASE HELP

I cannot kill ice dragon .My "sword of the order" cause no damage to him .
I am Paladin at level 30 ,two-handed 100% ,str 100%
I killed other dragons and I have quest Master of dragons(I think it should
appear after I kill all dragons)
Is this a bug or something else?

Did you charge the eye of innos and talk to the ice dragon? If ya don't, you can't harm him.
