excerment expert?

so i've been to this site which explained abit about fallout2 and there was a list of perks among them was this wierd one that said u can sling a bull with the best of them? what is it and how can i get it?

It means you can shovel manure. If I remember correctly, there is a place where you can get a job shoveling manure. It's in Broken Hills.
